Large-scale civil protection exercise “Atmata 2025”

On September 18th, 2025 in Klaipeda region there were organized Inter-institutional civil protection exercise to check the preparedness for various flood threat scenarios.

In exercise were participating around 120 people – firefighters from Lithuania and Latvia, employees of municipal administrations, representatives of Lithuanian army, Red Cross and other institutions.

The exercise scenario is based on a real threat – long and intense rains have caused natural floods in Minija and Atmata rivers, large areas around are flooded, roads are impassable in Klaipeda and Silute districts, human lives are threatened.  The mayors of both municipalities declare a state of emergency. Residents report possible drowned persons in Uostadvary.

The main goal of the exercise was to test the cooperation between services and their readiness to respond appropriately in various flood threat situations.

Exercise is part of the project “FloodAdapt”, which is being implemented according to the Interreg Latvia-Lithuanian Cooperation Program. The aim of the project is to strengthen the capacity of firefighters and rescuers, exchange experiences among neighboring countries, acquire modern rescue equipment and improve the coordination of actions in emergency situations.
