Improving the accessibility to the social services for elderly and strengthening cross-border emergency capacity
Common territorial challenge (s) that will be tackled by the project
The regions of Telšiai and Šiauliai in Lithuania, and Latgale and Zemgale in Latvia, face shared challenges such as population decline, aging communities, and rural-to-urban migration. These trends limit access to public services, transport, and cultural activities in rural areas, highlighting the need for cross-border cooperation to improve service accessibility, enhance social inclusion, and develop joint emergency responses.Project objective
The project aims to integrate elderly residents, particularly in remote areas, into society by improving access to social services and activities that support independent living. It will also strengthen local authorities’ capacity to respond to emergencies, and foster more inclusive and resilient communities.Planned activities
Emergency Guidelines for all partners in two languages will be developed to ensure effective communication in a case of emergency. Seminars for partners social workers on organization of evacuations will get knowledge on evacuation strategies from remote areas. Approximately 50 employees will be increased.Trainings for seniors on emergency preparedness, first aid trainings, neuroeduacational trainings will provide security and knowledge to the target audience. About 340 persons will take part in different kind of trainings. Social inclusion events and camps for elderly border residents will improve accessibility of social services that provide independent living. About 240 persons will be involved is social inclusion measures. Purchasing of specialized transport will improve social service care, accessibility of elderly to activities of social character and and will be used in a case of emergency. Approximately 240 people per month will be served in remote areas of the county using the mobile transport service. The project activities will be implemented in Akmene and Plunge regions in Lithuania and Dobele and Augsdaugava regions in Latvia. By enhancing emergency preparedness and social integration, the project will address gaps in the civil defence system and improve community-based services tailored to the elderly. It will create stronger, more supportive communities and deepen cross-border cooperation in a changing geopolitical environment.Social media and contacts:
