Positive Ageing Hub

Common territorial challenge (s) that will be tackled by the project

Lithuania and Latvia face pressing challenges from rapidly ageing populations, among the highest in Europe. This demographic shift intensifies social isolation, unemployment, limited access to education and services, particularly in rural areas. Many older adults experience loneliness, a loss of purpose, financial barriers to social and cultural participation, highlighting the urgent need for holistic solutions to support active ageing and social inclusion.

Project objective

The project's primary objective is to enhance the quality of life and well-being of 55+ adults in the Latvia-Lithuania border region through the joint development of Positive Ageing Hubs in Šiauliai and Ludza. Using case management as an umbrella approach and structuring services around the HavingDoing-Loving-Being (HDLB) well-being model, these hubs aim to become centres of holistic support services, promoting active ageing and social inclusion of older adults.

Planned activities

The project strengthens the capacity of NLC and LRC to establish Positive Ageing Hubs in Latvia and Lithuania, fostering social inclusion and well-being for the 55+ community. A co-created handbook, developed by experts, will guide hub establishment, management, and operations, ensuring user-centric and effective service strategies. Training sessions will enhance the skills of NLC and LRC representatives, social service developers, and 55+ volunteers, focusing on case management, social service program development, and ACE volunteer training. Participants will gain practical experience to effectively support older adults. Additionally, nine social service programs will be developed, integrating the HDLB model to address basic needs (Having), social connections (Loving), personal growth (Being), and purposeful activities (Doing), ensuring a holistic approach to improving the quality of life for the 55+ community. To maximize outreach, the project will be actively promoted through social and digital media. A project profile on www.latlit.eu, partner websites, and social media updates will ensure visibility. Informative materials such as posters and roll-ups will engage stakeholders, while a promotional video will showcase Positive Ageing Hub programs and services. Piloting of the hubs in LV and LT will assess the effectiveness of nine social service programs, with personalized case management and 240 service hours per country. Experience exchange visits, participant feedback, and expert reflections will enhance service delivery. Final public events in LT and LV will present project outcomes, share success stories, and discuss future sustainability. These events will foster networking among stakeholders, ensuring long-term impact and the continued development of Positive Ageing Hubs.

Project results

The project will deliver significant cross-border cooperation and sustainable solutions to support active ageing and social inclusion for the 55+ community.

One key result is the establishment of formal partnerships between organizations in Latvia and Lithuania, including service providers, NGOs, and local governments. These partnerships will continue beyond the project, fostering collaboration in elderly care services, best practice exchange, and joint participation in future initiatives. The project will facilitate ongoing knowledge transfer through workshops, training, and experience exchange visits, ensuring a lasting impact. A cooperation agreement between NLC and LRC will be signed within one year after project completion, solidifying long-term collaboration.

Another major outcome is the successful operation of two Positive Ageing Hubs in Šiauliai and Ludza, serving as holistic support centers for the 55+ community. These hubs, structured around the Having-Doing-Loving-Being (HDLB) well-being model and utilizing a case management approach, will enhance and expand existing social services to meet the evolving needs of ageing populations. By fostering new partnerships and strengthening existing ones, the hubs will ensure improved service delivery and resource accessibility, contributing to the long-term well-being of older adults in both regions.
