Strengthening the Capacity in Civil Protection in the Border Regions through Local Leaders
Common territorial challenge (s) that will be tackled by the project
Over recent years, both Latvia and Lithuania have become a target of different hybrid and cyberattacks, e.g. the migration crisis on the border with Belarus. The civil protection has become important in cross border area, especially for Latgale region in Latvia having an external EU border with Belarus and Russia and for Panevezys region in Lithuania. The geopolitical turbulences and needs for extra civil protection measures have put an extra burden on the shoulders of the municipalities.Project objective
The project aims to strengthen the capacity in civil protection in the border regions through establishment of cooperation mechanisms and skilled network for civil protection.Planned activities
The project partners will develop the joint strategy and action plan for civil protection in four domains – possible border-crossing and military threats, natural or human-made disasters, first aid measures and cyber and hybrid attacks. A joint network for civil protection, including representatives of local and regional authorities, of local communities and state services will be established. Trainings for members of the established network will be organised on each of four domains of civil protection. Joint guidance materials about civil protection and on how to act in cases of emergency, including leaflets and short videos, will be elaborated and disseminated to public. Cross-border cooperation will enable project partners to develop joint strategy and action plan for civil protection and enhance the coherence of actions. This will significantly increase the level of safety and resilience of local communities in the region towards any kind of safety threats and natural or human-made disasters.Social media and contacts:
